China, others to go after "criminals" along the Mekong (Reuters)

BEIJING (Reuters) ? China, Laos, Myanmar and Thailand have agreed to joint security operations to go after "criminal organizations" which operate along the Mekong River after 13 Chinese sailors were killed in the area this month, Chinese state media reported Monday.

The victims were crew members on two cargo ships attacked on October 5 in the "Golden Triangle," where the borders of Myanmar, Thailand and Laos meet, a region notorious for drug smuggling.

Ministers from the four countries at a meeting in Beijing agreed to set up a law enforcement cooperation mechanism for the Mekong "to cope with the new security situation on the river," Xinhua news agency said.

The four countries will share intelligence and run patrols to combat transnational crimes, Xinhua cited a government statement as saying.

All participants will "carry out coordinated special campaigns to eradicate criminal organizations which have long threatened the region's security," it added.

Thai police said Sunday that nine Thai soldiers had turned themselves in over the killing of the Chinese sailors.

"The participants agreed to take effective measures to step up efforts in joint investigation so as to uncover the full details of the case and bring the criminals to justice as soon as possible," Xinhua said.

China's growing presence in Asia, Africa and other parts of the world has prompted attacks, kidnappings and hijackings, and the issue has become a sensitive one for Chinese officials, who do not want to appear weak in protecting nationals.

The Mekong snakes from China into Southeast Asia, where it forms the border between Myanmar and Laos, and then Thailand and Laos. In 2001, the four countries signed an agreement to regularize shipping on the river.

The 4,900-km (3,050 mile) river also flows through Cambodia and Vietnam before reaching the sea.

Rules change gives royal girls equal shot at crown

(AP) ? If Will and Kate's first child is a girl, it's now clear that she'll probably become queen one day ? and not even getting a little brother can mess that up.

The Commonwealth countries agreed Friday to change centuries-old rules of succession that put sons on the throne ahead of any older sisters. So that hypothetical daughter of Prince William and Kate Middleton ? now known as Catherine, Duchess of Cambridge ? would have a prime place in history: the first princess to beat out any younger brothers and accede to the throne.

Had these rules been in place in the 1500s, Henry VIII would have just been a rather large historical footnote.

The move is a baby step: Before taking effect, the changes still must be approved by the legislatures of the 16 nations where Queen Elizabeth II is head of state. Still, the agreement, which was reached at a meeting of Commonwealth nations in Perth, Australia, represents a triumph over practices now considered outdated and sexist in much of the world.

Nations including Sweden, Belgium, the Netherlands and Norway have already taken similar steps.

Will and Kate's lavish April wedding renewed a decades-long debate over succession.

Middleton told a well-wisher in Canada this summer that she hopes to start a family. William has said the same.

Once their honeymoon was over, baby talk started, adding urgency to the dialogue, although officials insist that talk of a pregnancy is premature.

Historians think it's about time.

"You shouldn't muck around too much with the constitution, but it's a good idea to change this at this time," said royal expert Hugo Vickers. "It's much better to have it sorted out before any babies come along."

The new rules would only apply to future heirs and would have no impact on the current line of succession.

William is second in line to the throne after his father, Prince Charles, who is the queen's firstborn child. Charles' sister, Anne, is lower in the line of succession than her younger brothers Andrew and Edward by virtue of their male gender.

Charles had only sons, William and Prince Harry, so the issue of gender was never raised.

In 2009, the government of then-Prime Minister Gordon Brown considered a bill that would end the custom of putting males ahead of females in the succession line. It also would lift a ban on British monarchs marrying Roman Catholics. The government did not have time to pursue it before Brown left office.

The rule has kept women from succeeding to the throne in the past. Queen Victoria's first child was a daughter ? also called Victoria ? but it was her younger brother who became King Edward VII.

If Queen Victoria had been able to pass her crown to her firstborn, Britain's Princess Victoria would have had a brief reign before her death in 1901.

That would have made her son ? Wilhelm II, who at that time was the German Kaiser ? king. With Wilhelm II ruling both Germany and Britain, there may not have been two world wars.

Earlier history might also have been drastically different if women had had equal rights to the throne.

Neither Henry VIII nor Charles I would have been king because both had older sisters who, under the new rules, would have been monarch.

As king, Henry VIII set in motion the creation of the Church of England. His six marriages left an insecure succession ? one sickly son and two princesses, according to the monarchy's official website. Charles I's reign in the 17th century led to a bloody civil war.

Prince William and his wife have been credited with freshening up a staid monarchy, and new succession rules seem to fit right in.

"In this day and age, why should a royal son be more important than a royal daughter?" said Joe Little, managing editor of Majesty magazine.

The same goes for the decision Friday in Perth to lift a ban on monarchs marrying Roman Catholics. Critics had called the rule blatantly discriminatory since royals are free to wed Jews, Muslims, Hindus or members of any other religion."Britain is no longer the religious country that it once was," Little said. "While not denigrating the importance of religion, it plays much less of a role now then it did 60 years ago."

Still, some Britons are wary of a Catholic monarch.

"The pope is responsible for some horrors," said Anna Marsh, 73, who was cycling in London.

Her biking buddy Jill Gregory, 71, was fine with the idea ? and also fully in favor of giving firstborn girls an equal right to the throne.

"In terms of ability, I don't think women are any different than men," Gregory said, pointing to the queen and her late mother.

Elizabeth II succeeded her father, King George VI, because he had no sons. If she had had a younger brother, he would have jumped above her in the line of succession.

Prime Minister David Cameron had pushed for the changes, calling it a matter of equality.

New Zealand will now chair a working group of Commonwealth countries to discuss how to accomplish the reforms. It's not a simple process. Getting all 16 countries to begin the legislative changes is what has held them up for decades.

However long it takes, Patricia Wager of London said it would clear up something that should not be an issue in the modern world.

"It's a good idea, and a long time coming," she said.

South Carolina man who shot at police arrested (Reuters)

CHARLESTON, South Carolina (Reuters) ? A 25-year-old man suspected of shooting at a police officer was arrested in Greenville, South Carolina late on Friday after a day-long manhunt, police said on Saturday.

Police found Patrick Dean Lowrance, 25, at his wife's home in a Greenville subdivision, surrounded the house and arrested him without incident, said city police Lieutenant A.L. Thomas.

Lowrance had a gunshot wound to the shoulder from the shootout earlier that day with a police officer at a Greenville apartment complex, Thomas said. Lowrance was hospitalized under the watch of sheriff's deputies and will be charged when he is released, he said. His condition was not known.

Lowrance was sought on 11 recent outstanding warrants including charges of kidnapping, attempted murder, weapons possession and robbery, Thomas said.

Nine police units spent most of Friday looking for him. Four public schools near the shooting were in lockdown as police searched a wooded area nearby with dogs, helicopters and a SWAT team. The children were allowed to go home at the end of the school day.

The incident began Friday morning when police were checking an area where stolen cars were often left and found a Yukon SUV that had tags that matched a different car. The suspect fled in the car and police gave a short chase, said Greenville Police Chief Terri Wilfong. The driver would not stop the Yukon, Wilfong said, so an officer in pursuit put out a general description and another officer found the car in an apartment complex near a school.

When that officer walked onto an apartment breezeway she was ambushed and the suspect began shooting at her, Wilfong said. The policewoman returned fire and he fled. The police officer was not injured.

The Multimillion-Dollar Question: Is Romney Ready to Gamble on Iowa? (Time.com)

Last week, on his first visit to Iowa since August, Mitt Romney vowed to make up for lost time. ?I?ll be here again and again,? he promised, alluding to the final sprint to the state?s pivotal caucuses. ?I?d love to win in Iowa. Any of us would.? Iowans would be forgiven for assuming otherwise.

Romney has made just three visits to Iowa so far this year, opting to skip the Ames straw poll as well as a candidate forum last weekend convened by an influential social-conservative organization and attended by hundreds of the Evangelical voters who habitually flock to the first-in-the-nation caucuses. The absence stands in stark contrast to his first presidential bid, when he spent several months and $10 million ? including some $7 million in television advertising ? barnstorming the state in a Winnebago, visiting its 99 counties and tailoring his message to match each audience. The investment rendered Romney the caucuses? early front-runner, a distinction that only made the fall more bruising when Mike Huckabee snatched away victory on the strength of a late surge. The narrative arc that emerged wasn?t that a little-known Mormon governor of a liberal Eastern enclave had placed second in a state where 60% of caucus-goers call themselves Evangelicals. It was that a pandering multi-millionaire had tried to buy the caucuses and failed.

Leery of being burned again, Romney?s campaign has tried to suppress expectations this time, insisting that the putative Republican front-runner would do merely enough to ensure a solid showing in Iowa on the way to New Hampshire. Now that strategy seems poised to change. Romney?s campaign is in the midst of determining how much time and money to commit to the caucuses, says an adviser ? a critical decision that could reshape the nomination fight and rejigger Romney?s own strategy, including how much cash he?ll have available for other critical early primaries.

Romney?s official line is that their strategy hasn?t shifted. ?Governor Romney has traveled there and will be back enough to demonstrate he is the best candidate to beat President Obama on jobs and the economy,? says his spokeswoman, Andrea Saul. But several Iowa Republicans say they expect Romney?s camp to ramp up their efforts in the Hawkeye State soon, arguing that the rewards would be vast enough to warrant the risks. Despite his parsimonious approach to the state so far ? Romney has hired five paid staffers, opened no discrete offices and shelled out no money on advertising ? a wave of good fortune has swept the state to within his grasp. Rivals that once seemed positioned to mount strong challenges have withered, a bevy of social-conservative candidates could divvy up the Evangelical vote, and an influx of more moderate caucus-goers driven by economic anxiety could tip the state to Romney, who has made economic growth and alleviating unemployment the crux of his message. A win in Iowa, coupled with a likely victory in Romney?s New Hampshire backyard a week later, could lock up the nomination fight early.

The flip side, of course, is that Romney could inflate expectations by lavishing time and money on Iowa, only to lose again and wound his campaign unnecessarily. But with the caucuses just 70 days away and Romney running second in state horserace polls behind only Herman Cain?s invisible bandwagon, the time to play coy has ended. ?He can?t be a little bit pregnant when it comes to the Iowa caucus at this point,? says Doug Gross, a Des Moines lawyer who chaired Romney?s Iowa campaign in 2008 but is unaffiliated this cycle. ?Now what he has to do is reach out and touch enough of his supporters so that they show up. That?s going to require personal engagement by the candidate.?

Experts say Romney could mount a strong challenge in the caucuses for a fraction of the $10 million he forked over in his first campaign ? likely between $1 million and $5 million, depending on how heavily he chooses to invest in paid media. ?I?m not sure he needs to spend very much to do well,? says Tim Albrecht, who served as Romney?s 2008 spokesman in Iowa and is now the communications director for the state?s Republican governor, Terry Branstad. ?Governor Romney spent enough last time to make some very solid connections in Iowa. It?s not going to take a lot of financial resources. What it will take is human resources.?

By tapping into his existing reservoir of support ? the roster of precinct chairs and committed volunteers that $10 million worth of attention bought four years ago ? Romney could choose to compete with a targeted direct mail campaign and assiduous voter outreach. Both?the governor and his surrogates have called old volunteers, peppered their email lists with notices and reached out with social media. Romney has also held multiple tele-town halls. The idea, Albrecht says, ?is to amplify his appeal without amplifying expectations.?

But even without blanketing the Des Moines airwaves with ads, competing in Iowa could be a multi-million dollar gamble. And while Romney?s most recent FEC filing showed that he had $14.6 million cash on hand, shelling out a sizable chunk of it on a state that has already spurned him once ? particularly when Romney could funnel that money into Florida, whose Jan. 31 primary takes on added importance now that Nevada no longer follows New Hampshire? ? would be a risky bet.

The price to play may also be climbing. Rick Perry, the only candidate with a war chest that rivals Romney?s, is set to begin an ad blitz in the Hawkeye State this week, just days after Ron Paul launched his own. One of the primary questions Romney?s camp is weighing is whether and when to go up on the airwaves, which would send his costs in the state soaring. David Yepsen, the veteran Des Moines Register reporter who now runs Southern Illinois University?s Public Policy Institute, estimates Romney could pivot and launch an aggressive Iowa campaign replete with paid media for about half the sum he spent last time.

That, Yepsen argues, is exactly what he should do. ?You?re in for a dime, you?re in for a dollar,? Yepsen says. ?He?s the front-runner by a lot of metrics, and he?s going to be held to the standard of how well he does anyway. The date is settled, the field is settled. He could easily win this thing. My gut says he should shove in his stack.?

Baidu profit up 80 percent, forecasts more growth

(AP) ? Baidu Inc., which operates China's most popular search engine, said Friday its latest quarterly profit jumped 80 percent as strong growth in usage of its site helped to drive advertising revenue higher.

Profit for the three months ended Sept. 30 was $295 million, or 84 cents per share, the Beijing-based company said. Revenue rose 85.1 percent to $654.7 million.

The company cited strong growth in user traffic and spending by advertising customers.

"Spending by large customers significantly outperformed our expectations," chairman and CEO Robin Li said in a statement.

The company forecast more strong growth, saying it expects revenues in the current quarter to rise by up to 85 percent.

Baidu has steadily increased its market share since Google Inc. closed its China search engine in March 2010 after saying it no longer wanted to cooperate with the communist Beijing government's censorship rules.

Baidu had a 75.9 percent market share in the three months ending in June, up from 64 percent in the first quarter of 2010, according to Analysys International, a research firm in Beijing. Google's share has declined from 30.9 percent to 18.9 percent but it still is well ahead of third-place Sogou, which has 2.4 percent.

China has the world's most populous Internet market with more than 485 million people online as of the end of June. Beijing encourages Web use for business and education but tries to block access to material deemed subversive or pornographic.

Baidu, long seen as a Google copycat, has launched a series of initiatives including a music download service to expand its appeal and differentiate its brand.

Mount Lokon Volcano Erupts In Central Indonesia, No Injuries Reported

JAKARTA, Indonesia -- A volcano in central Indonesia has erupted, spewing hot smoke and ash thousands of feet into the air. There were no immediate reports of injuries or damage.

Mount Lokon, located on northern Sulawesi island, had been dormant for years before rumbling back to life several months ago.

Surono, a government volcanologist who uses only one name, says it unleashed two strong eruptions at 5:19 p.m. and 5:30 p.m. on Wednesday.

They were preceded by several smaller blasts hours earlier.

Mount Lokon is one of about 129 active volcanoes in Indonesia, a vast archipelago of 240 million people. Its last major eruption in 1991 killed a Swiss hiker and forced thousands of people to flee their homes.

Interested in the latest discoveries of NASA's Swift satellite? The Swift team has released a free iPhone application that gives you the details of all the latest gamma-ray-burst discoveries that the Swift observatory is making throughout the universe. The app also allows users to track, in real time, the location of Swift as it orbits the Earth, to see where Swift is pointed right now, and to view an informative gallery of beautiful images obtained by the Swift satellite.

"We developed the iPhone app to be fun and informative, but also to be useful for both amateur and professional astronomers," said Jamie Kennea, science operations team leader for NASA's Swift Mission and a researcher at Penn State University. Kennea and Patrizia Caraveo, the director of the Italian Institute of Space Astrophysics in Milano, conceived of this project and presented it in a talk during the "Time Domain Astrophysics" conference at Clemson University on Monday, 24 October 2011.

The new smartphone app for the iPhone, iPod, and iPad allows anyone to obtain up-to-date information on gamma-ray-burst discoveries in real time and to see the same data that scientists are using to better understand gamma-ray bursts. The app even will send a message to your phone when a gamma-ray burst is discovered. So whether you are an amateur astronomer or a professional, you can point your telescope in the direction of these bursts to hunt for the light from the most powerful explosions in the universe.

The iPhone app was developed at the Swift Mission Operations Center near the Penn State University Park campus in Pennsylvania U.S.A. by a student from the University of Trento in Italy, Giacomo Saccardo. The "NASA Swift" app has four different features:

The Swift observatory was launched in November 2004 and was fully operational by January 2005. Swift carries three main instruments: the Burst Alert Telescope, the X-ray Telescope, and the Ultraviolet/Optical Telescope. Its science and science and flight operations are controlled by Penn State from the Mission Operations Center in State College, Pennsylvania. Hispanic voters: Stick with Obama or go with GOP? (AP)

LAS VEGAS ? A year before the 2012 presidential election, Hispanic voters are facing a choice. They can continue to support President Barack Obama despite being hurt disproportionately by the economic downturn or turn to Republicans at a time when many GOP presidential hopefuls have taken a hard line on immigration.

Obama kicks off a three-day trip to Western states trip with a stop Monday in Las Vegas, where he wants to rally support for his jobs agenda in Congress. Nevada has the nation's highest unemployment rate, 13.4 percent.

The trip comes as Republican candidates have taken a more strident tone on immigration.

Businessman Herman Cain recently suggested electrifying a fence along the U.S. border with Mexico to kill illegal immigrants; he later called the remark a joke and apologized. Minnesota Rep. Michele Bachmann has raised the issue of "anchor babies," or U.S.-born children of illegal immigrants; it's a term that some people find offensive.

Texas Gov. Rick Perry has been criticized by opponents for signing a law allowing some illegal immigrants to get in-state college tuition. Former Massachusetts Gov. Mitt Romney said most of the jobs created under Perry's watch went to illegal immigrants. Perry lashed into Romney during last week's GOP debate in Las Vegas for hiring a lawn care company that employed illegal immigrants.

Obama won 67 percent of Hispanic voters in 2008 but many of those voters have become disillusioned during the past three years. Unemployment among Hispanics tops 11 percent and many Latinos are losing their homes. Others criticize the number of deportations under Obama's presidency and the lack of progress on a comprehensive immigration plan.

"I am willing to support him, but I would like him to keep his word on all the promises he made," said Marcos Mata, 17, a Las Vegas high school senior who will vote for the first time next year. "Not just on immigration. But I don't know if I see any improvement. The jobs act, it's a good idea but he should have been doing that a long time ago."

Recent Gallup polling showed Obama with a 49 percent job approval rating among Hispanics, compared with about 60 percent in the beginning of 2011. Hispanic voters could prove pivotal next year, especially in fast-growing and contested states such as Florida, New Mexico, Nevada and Colorado.

Obama has said his jobs agenda would help Hispanics in the construction industry and provide tax breaks for small businesses. On immigration, he has targeted violent criminals for deportation and urged Congress to create a pathway to citizenship for illegal immigrants.

Obama also has sought support for legislation that would provide a route to legal status for college students and members of the military brought to the country as children.

Republicans sense an opening and have courted Hispanic voters through Spanish-language radio and television ads, criticizing Obama's handling of the economy.

Crossroads GPS, a Republican political organization tied to strategist Karl Rove, ran a Spanish-language ad in five states last summer called "Despertarse," or "Wake up," depicting a young mother pacing her home early in the morning, worried about the economy and her children.

President George W. Bush was supported by 44 percent of Hispanic voters in 2004 but that level slipped for the 2008 GOP nominee, Arizona Sen. John McCain. Party officials promote the success of prominent Hispanic Republicans, including Florida Sen. Marco Rubio, New Mexico Gov. Susana Martinez, and Nevada Gov. Brian Sandoval, but some worry that a harsh tone on immigration could undermine their efforts.

"The fundamental question will be whether the economic concerns of the Latino community are so severe that they are less critical of anti-immigrant positioning by the Republican party," said Adam Mendelsohn, a Republican strategist and former adviser to ex-Gov. Arnold Schwarzenegger of California.

Mendelsohn warned that Romney could damage his general election prospects if he makes immigration a focal point during the primary. "If the conventional wisdom is that Romney won the nomination because he beat up Perry on immigration, that's a narrative that will alienate Latinos."

Voters like Jose Hernandez, a Republican, are watching closely. Hernandez said his Las Vegas real estate business has faltered with the housing market. Most of his neighbors and clients are more concerned about the economy than immigration but he has found the tone of the GOP debate offensive, including comments about illegal immigrants stealing jobs.

"That's just ignorance," Hernandez said. "The Republicans need to talk about making it easier for people to come here."

Democrats say the immigration rhetoric in the GOP debates could have a similar impact that tough anti-immigration laws had in California during the 1990s under Republican Gov. Pete Wilson. Democratic presidential nominees have not lost California since 1988.

Obama's campaign is aggressively courting Latino voters.

In Fort Collins, Colo., on Saturday, about a dozen volunteers walked door to door to register voters and hand out pamphlets. "If we turn out 15,000 to 20,000 votes, that's going to make a big difference," said Joe Perez, 67, of Greeley, Colo.

Turnout will be key. Many Hispanic Democrats say the Republican debate on immigration has turned off Latino voters but worry that a weak economy could make it more difficult to encourage Hispanics to support Obama.

"Building the excitement and the enthusiasm to go to the polls, that's something we're going to have to figure out how to do," said Maria Elena Durazo, secretary-treasurer of the Los Angeles County Federation of Labor. "They just feel down. The economy is terrible so our challenge is still going to be getting them to the polls. I think we can do it."

UK lawmakers defy gov't over Europe (AP)

LONDON ? British lawmakers on Monday overwhelmingly rejected a motion to hold a national referendum on leaving the European Union, but Prime Minister David Cameron suffered a bruising as several Conservative Party lawmakers rebelled against his orders and supported the bid.

The revolt within the ruling Conservative Party ranks underscored discontent with Cameron's stewardship ? an unhappiness that has grown following his handling of riots that gripped the nation in August and his decision to hire a suspect in Britain's phone-hacking scandal.

The motion for a referendum ? which was not binding on the government in the first place_ was handily defeated, with 483 lawmakers voting against having one and 111 voting in favor of it.

The government had ordered its lawmakers to vote against the referendum on whether Britain should remain in the EU, leave it, or re-negotiate membership, and said those who backed it would face disciplinary action.

In a last ditch attempt to sway would-be rebels in his party, Cameron insisted the current economic crisis meant the "timing is wrong" to abandon the EU. But his appeal failed to resonate with several Conservatives ? a fact highlighted by dramatic proclamations from lawmakers during a more than five-hour debate that they would back the referendum despite the personal cost.

Conservative lawmaker Adam Holloway resigned his unpaid post as an aide to Europe minister David Lidington so he could vote in favor of a referendum.

"If you can't support a particular policy then the honest course of action is of course to stand down, and I want decisions to be made more closely by the people they affect, by local communities, not upwards towards Brussels," Holloway announced to cheers in the chamber.

Fellow Conservative Stewart Jackson said he was prepared, "with a heavy heart," to "take the consequences" of rebelling against the government order.

"For me constituency and country must come before the baubles of ministerial office," he told his fellow lawmakers.

Britain's role in Europe was once a bitterly divisive issue for Cameron's Tories, with the 1980s and 1990s marked by internal conflicts between those advocating closer links with the EU and legislators who favored leaving the now-27 nation bloc.

Former Conservative leader Margaret Thatcher famously railed against a "European superstate exercising a new dominance from Brussels," but found herself at odds with many pro-European Cabinet ministers.

The issue of Europe has also split Britain's current governing coalition. The Conservative Party's junior partners, the Liberal Democrats, are strongly pro-Europe.

Although a member of the EU, Britain is not among the 17 countries that use the euro single currency and are struggling to hammer out a bailout for debt-laden Greece.

Cameron's leadership has weathered fierce criticism in recent months for a slew of perceived missteps.

Cameron's judgment has repeatedly been called into question by his decision to hire as his communications chief an ex-News of the World editor implicated in the phone-hacking scandal at the now-shuttered tabloid. The prime minister's stature also took a blow when riots swept Britain in August. He was accused of a feeble initial response.

The prime minister also has been accused by critics of changing his tune toward Europe since being elected and doing too little to challenge EU legislation or European court rulings. He pledged Monday to wrest more powers away from Brussels and agreed that there is a need for fundamental EU reform. But he said it is in Britain's national interest to remain part of the EU and noted that the eurozone is in dire straits economically.

"When your neighbor's house is on fire, your first impulse should be to help them to put out the flames ? not least to stop the flames reaching your own house," Cameron said in a statement ahead of the vote. "This is not the time to argue about walking away, not just for their sakes, but for ours."

Monday's debate was triggered by a 100,000-signature public petition on the prime minister's website.

Foreign Secretary William Hague, a longtime euroskeptic, said that with the EU mired in a debt crisis and Britain's economy fragile, a referendum "would create additional economic uncertainty in this country at a difficult economic time."

"Europe is undergoing a process of change and in an in-out referendum people would want to know where the change was going to finish up before they voted," Hague told the BBC. "Clearly an in/out referendum is not the right idea."

Kenneth Clarke complains that legal aid is costing the average taxpayer ?39 per year. The average taxpayer is not eligible for legal aid unless if he is accused of a criminal offence.
There is no means test for legal aid in criminal cases but a very tight means test for legal help and advice and for legal representation in family and other civil cases. Under the Legal Aid, Sentencing and Punishment of Offenders Bill, now before Parliament, legal help, and representation in family and other civil proceedings will be severely curtailed, which will do severe harm to the rule of law, and cause widespread injustice. It will cause chaos in the civil courts as there will be more litigants-in- person who are unable to prepare and present their cases properly.

The existing householders legal protection insurance is inadequate but surely the average taxpayer would be happy to pay ?39 per year for an effective insurance policy.
