State Sen. Steve Ogden, R-Bryan, has been one of the 10 best lawmakers of 2011, according to an influential biannual list by Texas Monthly.

The magazine released its Best and Worst Legislators list with no explanation on Twitter Wednesday. A magazine spokeswoman said the full article would be published Thursday with details of why each politician was chosen.

Ogden has earned the "best" distinction three out of the last four times the list has been published. He declined to comment through his spokesperson Wednesday afternoon.

Ogden made news as the Senate's lead budget writer during a year that money was tight. The Senate passed a budget with steep reductions in spending, but it was less drastic than the one approved by the House.

He called for the state to use more of its Rainy Day Fund and insisted that the Legislature rework its school funding formula. During the process, Ogden was criticized by both sides of the political spectrum. Democrats said the cuts were too drastic. Tea Party supporters said he didn't go far enough.

Brazos County's other legislator, Rep. Fred Brown of Bryan, wasn't on either list. In 2009, the magazine called Brown "furniture," a designation meaning they thought he was inactive and inconsequential. Brown dismissed that distinction at the time, calling Texas Monthly "liberal." This year's furniture list hasn't yet been released.

The other nine "best" legislators were Rep. Dan Branch, R-Dallas; Sen. Robert Duncan, R-Lubbock; Rep. Charlie Green, R-Fort Worth; Will Harnett, R-Dallas; Jim Keffer, R-Eastland; Mike Villarreal, D-San Antonio; Sen. John Whitmire, D-Houston; Sen. Judith Zaffirini, D-Laredo; and Rep. John Zerwas, R-Richmond.

The ten "worst" legislators were Rep. Leo Berman, R-Tyler; Rep. Dennis Bonnen, R-Angleton; Rep. Wayne Christian, R-Houston; Lt. Gov. David Dewhurst; Sen. Troy Fraser, R-Horseshoe Bay; Sen. Jane Nelson, R-Flower Mound; Rep. Larry Phillips, R-Sherman; Rep. Burt Solomons, R-Carrollton; Sen. Jeff Wentworth, R-San Antonio; and Rep. Bill Zedler, R-Arlington.
